This position is located at district headquarters in Roseville and has the flexibility to work in the office or a hybrid schedule that includes in office and teleworking time. If working a hybrid schedule, the incumbent will be required to make a telework arrangement with their supervisor. The incumbent will be expected to work in the office as determined by policy and discussion with their supervisor.
This position will prepare environmental documents to meet state and federal requirements for construction projects in MnDOT Metro District. The types of documents to be prepared include but are not limited to federal National Environmental Policy Act (NEPA) documents including Categorical Exclusions and Environmental Assessments. In addition, Minnesota Environmental Policy Act (MEPA) documents that include Environmental Assessment Worksheets, and Findings of Fact and Conclusion.
Minimum Qualifications
A bachelor's degree in environmental science or related degree plus two years of professional experience, OR three years of professional experience that demonstrates knowledge, skills and abilities in the following areas:
Professional experience researching and writing all of or parts of any of the following NEPA documents under 23 CFR 771.117 (Categorical Exclusion), 23 CFR 771.119 (Environmental Assessments, 23 CFR 115(a) (Environmental Impact Statement) or MEPA documents under Minn. Stat. 116D.04.
Experience working within Federal and Minnesota environmental NEPA and MEPA laws, regulations, policies, practices, and procedures.
Experience managing multiple environmental review documents at the same time.
If advanced to the finalist pool, in addition to the preceding qualifications you will also be assessed on the following criteria during a job interview:
Human Relations skills sufficient to work cooperatively and effectively with MnDOT staff, the public, businesses, elected officials and other governmental organizations.
Communication skills sufficient to clearly and concisely, both verbally and in writing sufficient to give direction, facilitate meetings, make public presentations, answer project specific and policy questions, and to write letters and other documentation.
