Duties

The Assistant Records and Evidence Manager assists the Records and Evidence Manager with planning, organizing, implementing, and overseeing all of the activities of the 24-hour Criminal Records Section and Property Evidence Unit within the Washington County Sheriff’s Office (WCSO).

Duties may include:
  • Assists in the management, direction and organization of the WCSO Criminal Records Section and Property Evidence Unit activities and services; assists subordinate supervisors in developing, implementing, and monitoring work plans that achieve organizational mission, goals, and performance measures; and provides direction on the development, implementation, and evaluation of operational programs.
  • Provides on call 24/7 support for Records and Evidence staff issues and urgent and complex issues involving liability concerns for the County.
  • Assists as needed with evaluating the operations and activities of the department's records management systems (RMS); recommends and implements improvements and modifications; prepares various reports on operations and activities; assists with RMS account creation, permission changes and disabling accounts as needed.
  • Assists in the selection of staff; provides or coordinates staff training; works with employees to correct deficiencies and implements discipline procedures; works with the records training supervisor to review new employee training and strategizes additional training, resources and next steps.
  • Assists with supervision of the field training and evaluation program; monitors progress of newly hired staff; evaluates and approves recommendations by supervisors for new staff.
  • Serves as a back-up Custodian of Record for Washington County criminal records, develops policies regarding access, retention, and maintenance of records; appears in court as custodian of records when needed and ensures compliance with applicable State/Federal records laws and regulations.
  • Directs, approves and oversees the development of the Criminal Records Section and Property Evidence Unit work plan and staff performance management; assigns work activities, training, projects, and programs; monitors workflow; implements policies and procedures; reviews and evaluates work products, methods and procedures.
  • Establishes and reviews current policies and practices to ensure compliance with records management rules, regulations, and procedures; interprets and explains applicable policies and procedures to other agencies and Sheriff’s Office personnel.
  • Assists as needed in budget preparation and administration; prepares cost estimates for budget recommendations and submits justifications for requests to the Records and Evidence Manager.
  • Assists in the development and monitoring of intergovernmental agreements for the provision of records and evidence administration services with city police departments; develops and monitors the tow contract intergovernmental agreement.
  • Acts as back-up administrative hearings officer in appeal proceedings regarding towed vehicles as needed.
  • Assists with the administration of the County tow contract by compiling and submitting contract changes to the Records and Evidence Manager for approval, coordinating tow driver backgrounds, temporary ID letter process, researching tow complaints, and providing recommendations for sanctions to the Records and Evidence Manager.
  • Provides information and customer service to the public; coordinates the resolution of complaints, interprets policies and procedures, research information, prepares and provides crime statistics; authorizes the release of police and accident reports, and responds to civil subpoena services.
  • Manages the most complex public records requests including requests for records that span multiple departments or requests requiring review to determine whether personal privacy exemptions apply; coordinates and oversees the public records request system and ensures that requests are acknowledged and responded to in a timely manner, as required by law; provides and coordinates education for Sheriff’s Office staff related to public record law and public records request system training.
  • Directs, oversees, and manages all confidential property and evidence maintained by the Sheriff’s Office, ensuring integrity, security, and accurate processing of all managed property and evidence in accordance with applicable laws, rules, and regulations.
  • Communicates with the District Attorney’s Office to coordinate the evidence discovery request process and implement system improvements.
  • Participates in property and evidence audits, inspections, and inventories, reviews audits, inspection and inventory reports and investigates any discrepancies.
  • Oversees the logging, classification, storage, dispensing, destruction, and return of property and evidence to its rightful owner. Reviews evidence packaging and disposition exception requests, evaluates stolen or joint ownership property disputes to ensure compliance and determine the appropriate resolution. Schedule and appoints certified staff to participate in sensitive evidence disposals.
  • Assists with reviewing firearm release backgrounds to determine if the individual requesting the firearm is eligible to receive it under state and federal law.
  • Manages physical storage space limitations, facilitates space saving measures and storage location improvements to ensure adequate physical storage space for evidence, property and records.

Requirements

MINIMUM QUALIFICATIONS

Education and Experience:
  • Possession of a Bachelor's Degree; -AND- three (3) years of work experience in law enforcement records or property evidence, of which at least two (2) years of this work experience must be in a lead or supervisory role; -OR-
  • Seven (7) years of work experience in law enforcement records or property evidence, of which at least three (3) years of this work experience in a lead or supervisory role.
Additional Licenses, Certificates, Physical Abilities and Specialty Requirements:
  • Possession of a LEDS certification is required within six (6) months of appointment.
  • Passage of an extensive criminal history background check conducted by the Sheriff's Office.
